Flea.org Recommends:

Apple cider vinegar is an alternative for people that don't want to use the chemicals available for purchase. You dont' put it on your pet at full strength though. Wash your pet like normal with a pet shampoo. Then you rinse with a mixture of 1 tablespoon ACV to 1 pint of water. It temporarily changes the acidity of your pets skin so that the fleas don't like it as much.

Why not just use a proper flea powder or similar product? You can give cat Apple cider vinegar (ingest), however I think it would probably sting a little if you put it on their coat (being acidic all).

Yes -it is very safe. Somtimes, when my dogs get super stinky, I wash them with it to help kill odors -it always works. I don't know how effective it would be with fleas -you might do better getting a specific flea treatment -they have so many great, working options now, that fleas hardly have to be a problem.

Might sting a bit, probably wouldn't do any more harm to the cat than that. Trouble is, it won't harm the fleas either! Vinegar doesn't kill fleas. That's why products like Frontline have to exist - fleas are tough to kill. You can't kill them with any old home product, or even with the rubbish they sell in stores. Just get some proper flea treatment from a vet and don't spread smelly stuff on your cat, she won't appreciate it. Chalice
